The Village of Clinton obtains water for its municipal system from four wells. The water is treated at the well heads with chlorine and a polyphosphate before it enters the distribution system. The chlorine disinfects the water and the polyphosphate is used as a water conditioner to stabilize the water and make it less corrosive. The polyphosphate helps prevent iron and manganese from forming chemical precipitates which cause sediment and discolor water.
The Village’s water system currently delivers about 191 gallons per minute (gpm) or 275,000 gallons per day (gpd). The water is primarily supplied through well number one which pumps 320 gpm or 460,800 gpd. That means that well number one only runs 60 percent of the time or 14.4 hours a day. The other three wells have greater pumping capacity with well number four delivering 720 gpm or 1,036,800 gpd. The problem with the other three wells is that the water has visibly higher iron content.
The water tower holds 250,000 gallons and can almost supply a whole days use. Well number one is very good at keeping the tower full at about 25 to 30 feet of elevation. However, well number four comes on fairly regularly during periods of high water consumption when the water tower level falls below 24 feet. Well number two rarely comes on for the tower falling below 23 feet.
The Village’s water rate is $3.00 per month for service charge and $1.38 per thousand gallons for residents within the Village. Water metered for service outside the Village is $2.68 per thousand gallons and $3.00 per month service charge.
Connection fees for all residential developments, including single-family, two-family, multiple family, condominiums, apartments, mobile home parks, and any other type of residential use, will be charged based on the meter size required by each individual unit multiplied by the number of units. All connection fees for commercial and industrial type uses will be based on the meter size. Connection fees for water meters larger than 4 inch will be determined on a case-by-case basis. All increases in meter size will be billed the difference in cost from the current size to the new size.
