Village of Clinton

August 4, 2008

 

The meeting opened at 7:00 pm.

 

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Joe Orban, and Larry Sines.  Todd Morgan was absent.

 

Motion was made by Orban and seconded by Peters to approve the July 7, 2008 Council minutes.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Peters to approve checks written for the period ending July 31, 2008.  Motion carried unanimously.

 

Motion was made by Orban and seconded by Davis to adopt Resolution Number 08-09.  A resolution to acknowledge the Clinton Women’s Club 100 years of service to the community.  Motion carried unanimously.

 

Motion was made by Orban and seconded by Davis to enter into a contract with Mr. William Rutter to assist with the survey and prepare an application for the National Register of Historic Places.  Motion carried unanimously with Habrick voting no.

 

Motion was made by Peters and seconded by Davis to enter into a contract with Dangerous Architects to perform the façade study.  Motion carried with Habrick voting no.

 

Motion was made by Sines and seconded by Orban to adopt Ordinance Number 7 of 2008.  An ordinance to amend article III noxious weeds of the Village’s codified ordinances.  Motion carried unanimously.

 

Council was supportive of sending a letter to several homeowners who are in violation of the International Property Maintenance Code.

 

Council discussed purchasing new community entrance signs.  Council was not in favor at this time due to the cost of the project.

 

Motion was made by Orban and seconded by Sines to adopt Traffic Control Order Number 163.  A Traffic Control Order to regulate parking along E. Franklin Street in front of the Middle and Elementary Schools.  Motion carried unanimously. 

 

Motion was made by Orban and seconded by Davis to adopt Ordinance Number 8 of 2008.  An ordinance to allow the Clinton Police Department to enforce traffic laws governing the operation, parking without fees and the speed of motor vehicles on land owned or under the control of the Clinton community schools.  Motion carried unanimously.

 

Council discussed making some improvements to the Tate Park entrance island.

 

Motion was made by Habrick and seconded by Davis to authorize the purchase of a new grass truck from Clinton Tecumseh Ford Lincoln Mercury in the amount of $34,145.89 and to sell the 1990 Ford Pickup.  Motion carried unanimously.

 

Motion was made by Orban and seconded by Sines to receive and file the Council information packet.  Motion carried unanimously.

 

The Village Manager updated council on the credit rating score from Amp-Ohio and the grant for Fire Department turn out gear.

 

The following comments were from Council.  Dianne Davis brought up the discussion for new welcome signs.  Carl Habrick addressed his concerns about the brush pickup policy. Larry Sines stated the Southern Michigan Railroad Society had someone take diesel fuel out of an engine.  Joe Orban commented on the nice bridge ceremony.

 

Motion was made by Habrick and seconded by Sines to go into close session at the Manager’s request to discuss the Manager’s performance and salary review.  Motion carried unanimously with a roll call vote.  Close session started at 8:35 pm.

 

Motion was made by Orban and seconded by Sines to go into open session.  Motion carried unanimously.  Open session started at 8:51.

 

Motion was made by Orban and seconded by Sines to approve a three percent raise for the Village Manager that is consistent with what was given to other Village employee’s.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.
