Village of Clinton

The meeting opened at 7:00 pm.
Members present were President Mowery, Carl Habrick, Dianne
Davis, Laurence Peters, Larry Sines, Joe Orban and Todd Morgan. Village Clerk Gibson was able to make the
meeting.
Motion was made by Peters and seconded by Davis to approve the January 5, 2009 open and closed Council minutes. Motion carried unanimously.
Motion was made by Habrick and seconded by Peters to approve the checks written for the period ending January 31, 2009. Motion carried unanimously.
Mr. Scott McElrath, Dangerous Architects addressed Council on the Historical Grant.
The Public hearing opened at 7:20 pm. Council received public comments on a proposed two percent electric rate increase. Public hearing closed at 7:32 pm.
Motion was made by Sines and seconded by Orban to table action on the proposed electric rate increase until the March Council meeting. Motion carried unanimously.
Motion was made by Habrick and seconded by Morgan to have the Clinton Little League run the girl’s fast pitch, tournament scheduling and church league. Motion carried unanimously.
Council discussed the 2008 water sales report.
Motion was made by Orban and seconded by Sines to adopt Resolution Number 09-02. A resolution to authorize the transfer of funds within the 2007-08 budget. Motion carried unanimously.
Council discussed the Downtown Development Authority parking lot debt service.
Motion was made by Sines and seconded by Morgan to adopt Ordinance Number 01 of 2009. An ordinance to amend the regulations of the Village of Clinton to allow for the aggregation of demand response on behalf of retail customers on the Village of Clinton public power system. Motion carried unanimously.
Motion was made by Habrick and seconded by Peters to receive and file the Council information packet. Motion carried unanimously.
The Village Manager updated council on grant applications for Tecumseh Road improvements. The Village has been awarded $400,000 in MDOT category D funds and $200,000 in MDOT CMAQ funds. The Village is applying for $600,000 in MDOT category A funds. The Village has submitted the Tecumseh Road project for stimulus funding. The Village is working with the Road Commission on a Tecumseh Road jurisdictional issue.
Motion was made by Davis and seconded by Morgan to go into close session so the Village’s Labor Counsel could provide legal advice to the Village concerning specific legal issues. Motion carried with a unanimous roll call. Close session started at 8:29 pm.
Motion was made by Orban and seconded by Sines to go into open session. Motion carried unanimously. Open session started at 8:53 pm.
Motion was made by Orban and seconded by Habrick to adjourn. Motion carried unanimously.
