Village of Clinton

The meeting opened at 7:00 pm.

 

Members present were President Mowery, Dianne Davis, Carl Habrick, Larry Sines, Joe Orban, Doris Kemner, and Bonnie Peters.

 

Motion was made by Kemner and seconded by Davis to approve the November 15, 2010 open and closed council minutes.  Motion carried unanimously.

 

Mr. Jim Gartin, President, Lenawee Economic Development Corporation, presented their 2010 annual update for activities in Lenawee County.

 

Motion was made by Orban and seconded by Habrick to approve the checks written for the period ending November 30, 2010.  Motion carried unanimously.

 

The public hearing opened at 7:28 pm.  Council received public comments on Eden Foods Industrial Facilities Tax Exemption.  The public hearing closed at 7:32 pm.

 

Motion was made by Sines and seconded by Orban to approve Resolution Number 10-12.  A resolution approving Eden Foods Industrial Facilities Exemption Certificate for the installation of new machinery and equipment.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Peters to approve the 2011 Council meeting dates.  Motion carried unanimously.

 

Council discussed Village investments.  Council was in favor of the Village Manager getting local bank ratings and investment rates. 

 

Council was updated on the Village’s request to the state for an extension and amendment of the Michigan Natural Resources Trust Fund Grant for Tate Park.  The Village would like to use the remaining grant funds to construct safety netting for the softball fields and for more picnic tables. The state is short staffed and has not been able to make a determination.

 

Council discussed the posted speed limits on Tecumseh Road and decided to leave the speed limits as is.  A reduced speed ahead sign will be installed for the north bound traffic south of Macon Road.

 

Motion was made by Kemner and seconded by Davis to authorize OMM Engineering to update the 2002 water reliability study for a cost not to exceed $2,500.00.  Motion carried unanimously.

 

Council briefly discussed the draft Medical Marijuana Ordinance based on the Grand Rapids model.

 

Council was presented with the 2011 Strategic Planning Statement.  Fire Chief Dennis Keezer addressed council on the fire department’s plan.

 

Motion was made by Habrick and seconded by Orban to receive and file the council information packet.  Motion carried unanimously.

 

The Village Manager updated Council on a new law that allows alcohol sales on Sunday mornings; Council was briefly updated on the Tecumseh Road Construction Project punch list.

 

The following comments were from Council.  Dianne Davis said the home tour was well attended. 

 

Motion was made by Habrick and seconded by Kemner to keep Tate Park open year round.  Motion carried with Davis, Orban, and Sines voting no.  They are not opposed to opening the park in the winter months, but would like to workout some more of the details.  The Village Manage will bring back a draft policy for Council discussion.

 

Doris Kemner wanted to know if anything is done at Christmas time for the Village employees.  The Village Council is very appreciative of the Village staff for all they do.

 

Fire Chief Dennis Keezer asked to go into close session to discuss personnel matter regarding the Fire Chief.

 

Motion was made by Orban and seconded by Peters to go into close session to discuss personnel matter regarding the Fire Chief.  Motion carried unanimously with a roll call vote.  Close session started at 9:34 pm.

 

Motion was made by Orban and seconded by Sines to go into open session.  Open session started at 9:51 pm.

 

Motion was made by Habrick and seconded by Peters to re-appoint Dennis Keezer as the Fire Chief with a vote of confidence for his ability to do the job.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.
