The meeting opened at 7:00 PM

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Larry Sines, Joe Orban, and Todd Morgan.

Motion was made by Peters and seconded by Morgan to approve the October 16, 2006 and October 23, 2006 Council minutes.  Motion carried unanimously.

Motion was made by Habrick and seconded by Morgan to approve checks written for the period ending October 31, 2006.  Motion carried unanimously.

Motion was made by Orban and seconded by Davis to approve an invoice for legal fees to Plunkett & Cooney for Brown land acquisition.  Motion carried unanimously.

Motion was made by Sines and seconded by Orban to authorize the purchase of a new DPW mower.  Motion carried unanimously.

Motion was made by Habrick and seconded by Morgan to accept the resignation of Mr. Gary Baldwin as the Village attorney.  Motion carried unanimously.

Motion was made by Orban and seconded by Morgan to renew the refuse collection contract with Allied Waste.  Motion carried with Habrick voting no.

Motion was made by Peters and seconded by Sines to authorize the new wage and benefit allocations.  Motion carried unanimously.

Motion was made by Morgan and seconded by Peters to authorize the use of the interest from the Robinson Trust to fund the W. Franklin Street sanitary sewer improvements.  Motion carried unanimously.

Council was updated on the wastewater treatment plant progress report.

Council discussed the water, sewer and tax rate study.

Council was updated on the Tecumseh Road grants.  A meeting is scheduled in late November.

Motion was made by Orban and seconded by Morgan to adopt Resolution Number 06-17.  A resolution to proclaim November 5-11, 2006 as Michigan Safe Schools Week.  Motion carried unanimously.

Council received information about proposal 5.

November 20, 2006 Council will tour Eden Foods facilities.

Motion was made by Habrick and seconded by Sines to receive the Council information packet.  Motion carried unanimously.

The following comments were from Council.  Dianne Davis asked for an update on the pedestrian bridge, and Larry Sines reminded everyone to vote.

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.

The meeting adjourned at 8:00 PM.
