Village of Clinton
November 5, 2007
The meeting opened at 7:00 p.m.
Members present were President Mowery, Dianne Davis, Carl Habrick, Larry Sines, Joe Orban, and Todd Morgan. Laurence Peters was absent.
Motion was made by Sines and seconded by Orban to approve the October 1, 2007 Council minutes. Motion carried unanimously.
The public hearing opened at 7:01 pm. Council received public comments on a proposed ordinance to repeal several sections of the Village codified ordinances and adopt new sections pursuant to the Michigan Zoning and Enabling Act PA 110 of 2006. The public hearing closed at 7:04 pm.
Motion was made by Sines and seconded by Morgan to adopt Ordinance Number 6 of 2007. An ordinance to repeal several sections of the codified ordinances and adopt new sections pursuant to the Michigan Zoning Enabling Act, PA 110 of 2003 as amended. Motion carried unanimously.
Motion was made by Orban and seconded by Davis to approve Michigan Pallet’s site plan review with the following conditions from the Planning Commission. The outside lighting must be adequate; some evergreen type trees must be planted along the north lot line in the set back area; and the spacing of pallets both inside and outside must be in accordance with the applicable safety codes. Motion carried unanimously.
Council discussed Hardwoods of Michigan proposed industrial condominium association for the former Peerless Gear building on Tecumseh Road.
Motion was made by Habrick and seconded by Morgan to approve the checks written for the period ending October 31, 2007. Motion carried unanimously.
Motion was made by Habrick and seconded by Orban to adopt Traffic Control Order Number 161. To install “No Parking” signs on the North side of E. Church Street, East of Currier Street, from the driveway at 201 E. Church Street to the stop sign. Motion carried unanimously.
Council discussed the parking situation at the Brown Street parking lot with people backing into the wood fence on the west side of the lot. A Traffic Control Order will be presented at the December Council meeting.
Council was supportive of the Michigan Municipal League’s 2007 board ballot as presented.
Motion was made by Orban and seconded by Davis to approve addendum number one to the refuse collection contract with Allied Waste System. Motion carried unanimously.
Council discussed the AMP-Ohio electric plant projects.
Motion was made by Habrick and seconded by Orban to receive and file the Council information packet. Motion carried unanimously.
The Village Manager reported the new welcome signs would be done in the Spring.
The following comments were from Council. Dianne Davis asked when the new sign for no parking on the south side of East Church Street at Tecumseh Road would be up; when will the bridge be completed; and said the Clinton Library is having the history of the Clinton Woolen Mill this month. Carl Habrick has received a call about leaf pickup.
Motion was made by Habrick and seconded by Orban to adjourn. Motion carried unanimously.
