Village of Clinton

The meeting opened at 7:00 PM.

 

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Larry Sines, and Todd Morgan.

 

The October Council minutes will be presented at the December Council meeting.

 

Joe Orban joined the meeting at 7:02 PM.

 

Mr. Glen White, General Manager, Michigan South Central Power Agency, presented a plaque commemorating the Village’s final debt service payment on the Endicott Generating Station.

 

The public hearing opened at 7:05 PM.  Council received public comments on the proposed lowering of electric rates.  The public hearing closed at 7:14 PM.

 

Motion was made by Morgan and seconded by Peter to adopt Resolution Number 10-09.  A resolution that authorizes the Village Manager to execute the Standard Solar Energy/AMP Agreement for solar power.  Motion carried with Habrick noting no.

 

Motion was made by Habrick and seconded by Morgan to adopt Resolution Number 10-10.  A resolution authorizing the execution of an AMP Replacement Energy Agreement.  Motion carried unanimously.

 

Council was supportive of sending a letter to our congressional representatives urging the Environmental Protection Agency to continue to regulate coal ash as a non-hazardous waste.

 

Motion was made by Peters and seconded by Morgan to approve the checks written for the period ending October 31, 2010.  Motion carried unanimously.

 

Council tabled action on transferring funds from the Robison Trust to the sewer fund for capital improvements to the sludge storage building.  More information will be provided in December.

 

Motion was made by Sines and seconded by Davis to authorize the purchase of a new police car from the 2010-11 budget.  Motion carried unanimously.

 

A Tate Park Master Plan Workshop is planned for November 10, 2010 at 7:00pm in the Clinton High School Library.

 

Well number one had to have another cleaning of the well screen and backwash of the aquifer even though it was just performed eighteen months ago.  This could be an unusual maintenance problem or the well field is starting to fail after 35 years of production.  The Village will work with its well contractor and engineer to develop a course of action to try to keep the well functioning or to seek another source of primary water supply.

 

Motion was made by Habrick and seconded by Morgan to receive and file the council information packet.  Motion carried unanimously.

 

The following comments were from Council.  Dianne Davis wanted to remind everyone to vote Tuesday.  Carl Habrick asked Council to think about having a portion of Tate Park open during the winter months for residents to enjoy.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried
