Village of Clinton

October 5, 2009

 

The meeting opened at 7:00 pm.

 

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Larry Sines, and Joe Orban.  Todd Morgan was absent.

 

Motion was made by Peters and seconded by Sines to approve the September 9, 2009 and September 21, 2009 council meeting. Motion carried unanimously.

 

Motion was made by Habrick and seconded by Peters to approve the checks written for the period ending September 30, 2009.  Motion carried unanimously.

 

Council was updated on the proposed Tate Park playground equipment.

 

Motion was made by Orban and seconded by Davis to authorize the Village Manager to execute the sale of the railroad land to the participating property owners.  Motion carried unanimously.

 

Motion was made by Sines and seconded by Peters to approve the new electric shutoff policy and forms effective November 1, 2009.  Motion carried with Habrick voting no.

 

Motion was made by Orban and seconded by Peters to authorize the mandated 2009 Energy Efficiency Program.  Motion carried with Habrick voting no.

 

Motion was made by Peters and seconded by Orban to appoint the following people to the Construction Board of Appeals for two-year terms ending March 31, 2011.  Gary Bice, Dick Faust, Ervin Claxton, Norm Childs, and Brian Bird.  Motion carried with Habrick voting no.

 

Council was updated on the Harvest Ridge paving project.

 

Motion was made by Habrick and seconded by Sines to waive a variance fee for a resident who constructed a handicap ramp in there front yard.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Peters to receive and file the council information packet.  Motion carried unanimously.

 

The following comments were from Council.  Dianne Davis thanked the Village Manager for being proactive on the new electric shutoff policy and Carl Habrick hoped everyone enjoyed the Fall Festival this year.

 

President Mowery commented on the new benches and tables on the path at Tate Park.

 

Motion was made by Habrick and seconded by Orban to adjourn. Motion carried unanimously.
