Village of Clinton
October 2, 2006
The meeting opened at 7:00 P.M.
Members present were President Mowery, Dianne Davis, Carl Habrick, Larry Sines, Joe Orban, and Todd Morgan. Laurence Peters was absent.
Motion was made by Habrick and seconded by Sines to approve the September 6, 2006 Council minutes. Motion carried unanimously.
Motion was made by Sines and seconded by Orban to approve the checks written for the period ending September 30, 2006. Motion carried unanimously.
Reverend Tim Richmond of Solid Rock Church presented President Mowery a donation for the fire department in the amount of $500.00. The donation was from the Family Fest that was held on October 1, 2006. Reverend Richmond also presented a plaque Kevin Cornish, Village Manager for his leadership and service to the community.
Motion was made by Habrick and seconded by Morgan to authorize the additional engineering cost for the pedestrian bridge to OMM Engineering, Inc. Motion carried unanimously.
Motion was made by Orban and seconded by Morgan to adopt Resolution Number 06-14 which approves Traffic Control Order Number 158, as amended, which regulates truck traffic on Tecumseh Road. In Section 5 of the Traffic Control Order the word “municipal’ was inserted at the end of the first sentence in front of the words “civil infraction”. The last sentence “A municipal civil infraction action may be commenced upon the issuance of a municipal civil infraction citation directing the alleged violator to appear in a court of competent jurisdiction” was deleted. Motion carried unanimously.
Motion was made by Sines and seconded by Davis to adopt Resolution Number 06-15. A resolution to approve the annexation of the property on the east side of the Village along US-12 into the Village of Clinton. Motion carried unanimously.
Council discussed AMP-Ohio renewable hydro electric project. Council was supportive of renewable electric but not in favor of participating at this time.
Motion was made by Sines and seconded by Orban to adopt Resolution Number 06-16. A resolution adopting the National Incident Management System. Motion carried unanimously.
Council discussed changing the current curfew ordinance based on recommendations from the Police Chief.
Council was updated on the status of the 2006 Strategic Planning Statement.
Council was updated on the Carriage Hills water system analysis.
Council discussed the County’s request to have the Village draft an Exotic Animal Ordinance. Council was not receptive at this time.
Council discussed Calhoun Farm Estates progressing with some limited single-family residential and condominiums. A formal presentation will be presented to the Planning Commission and then Council meeting in the near future.
Council was updated on the timeline of the AMP-Ohio generating station.
Motion was made by Sines and seconded by Morgan to receive and file the Council information packet. Motion carried unanimously.
The Village Manager discussed possibly having a second meeting this month.
The following comments were from Council. Dianne Davis commented on how nice the fire station was looking. Carl Habrick thanked Village workers who helped with the Fall Festival and for getting the park cleaned up after the circus. Larry Sines commented on how good the ball fields at Tate Park were for the Festival after the rain. Todd Morgan commented on the generous donation from Solid Rock Church for the Fire Department.
Motion was made by Habrick and seconded by Orban to adjourn. Motion carried unanimously.
