Village of Clinton
October 1, 2007

 

The meeting opened at 7:00 pm.

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Larry Sines, Joe Orban and Todd Morgan.

Motion was made by peters and seconded by Morgan to approve the September 5, 2007 Council minutes.  Motion carried unanimously.

Council discussed contributing to the Lenawee Chamber of Commerce.  Council was not supportive at this time but will consider it next fiscal year.

Mr. Scott Merillat, Associated Engineers, presented preliminary design and cost estimate for Tecumseh Road.

Motion was made by Habrick and seconded by Morgan to approve the checks written for the period ending September 30, 2007.  Motion carried unanimously.

Motion was made by Habrick and seconded by Orban to authorize the Village Manager to work through the details of amending the refuse contract with Allied Waste Services to remove the Spring and Fall clean up and to continue the curb side pick up of bulk items with the new pricing for garbage tags.  Motion carried unanimously.

Motion was made by Orban and seconded by Davis to adopt the Capital Asset Policy.  Motion carried unanimously.

Motion was made by Morgan and seconded by Peters to adopt the amended Water Leak Charge Policy.  Motion carried unanimously.

Council was updated on the Clinton Little League proposed improvements for the fields at Tate Park.

Motion was made by Davis and seconded by Peters to adopt Traffic Control Order Number 159.  To prohibit parking on the south side of East Church Street East of Tecumseh Road, where the designated parking cut out angles to the East.  Motion carried unanimously.

Motion was made by Peters and seconded by Orban to adopt Traffic Control Order Number 160.  To remove the “blind child” warning sign on West bound Litchfield at Jackson and on East bound Litchfield at Burton because the residents requesting the signs have moved away.  Motion carried unanimously.

Council discussed prohibiting parking on the North side of East Church Street from the driveway at 201 East Church to the stop sign.  A traffic control order will be presented at the November meeting.

Council discussed Michigan Pallet proposing a Clinton facility. 

Motion was made by Davis and seconded by Habrick to allow the Village DPW to haul the clean fill soil from the Tate Park Pedestrian Bridge Project to anyone in the Village that could use the soil.  Motion carried unanimously.

Motion was made by Orban and seconded by Morgan to receive and file the Council information packet.  Motion carried unanimously.

The following comments were from Council.  Dianne Davis said two girl scouts have a project to build a patio garden at the Clinton Library.  More information is available at the Clinton Library.  Carl Habrick asked if the Village was done with the clean up of the Fall Festival, is the Village replacing bad sidewalk, and noticed numerous gravel trucks on Tecumseh Road on Friday of Fall Festival.  Larry Sines asked if there were fewer food venders this year at the Fall Festival and commented on the great attendance.   Joe Orban noticed that Saline had something going on the same weekend as the Fall Festival. Todd Morgan commented on the nice new ramp at the Township Hall.

Motion was made by Habrick and seconded by Peters to adjourn.   Motion carried unanimously.
