Village of Clinton

The meeting opened at 7:00 pm.

 

Member present were President Mowery, Dianne Davis, Carl Habrick, Larry Sines, Todd Morgan, Laurence Peters, and Joe Orban.

 

Motion was made by Sines and seconded by Peters to approve the August 2, 2010 open and closed council minutes.  Motion carried unanimously.

 

Council congratulated the Clinton Little League Girls Softball Team for being State Champions and having a successful run in the national tournament.

 

Mr. Bob Wanty from Washtenaw Engineering updated Council on the Tecumseh Road construction project.

 

Motion was made by Morgan and seconded by Peters to approve the checks written for the period ending August 31, 2010.  Motion carried unanimously.

 

Council was presented with a very rough draft of the 2011-12 budget. Continued revenue reductions are anticipated to create more financial challenges for the Village.

 

Council was presented with a water and sewer sales report from 1999-2010.  The 2010 water and sewer sales are projected to decline 3 percent from 2009.

 

Council was presented with an electric sales report from 2000-2010. The 2010 electric sales are projected to increase 2 percent from 2009 primarily from a hotter summer.

 

Motion was made by Morgan and seconded by Peters to approve the recommendation of the Downtown Development Authority to award a Façade Grant to the Woolen Mill II for windows in the amount of $1,059.00 and Glow Tanning for brick work in the amount of $1,625.00.  Motion carried with Habrick and Davis voting no.

 

Motion was made by Orban and seconded by Habrick to adopt the updated Utility Rules and Regulations, Utility Shutoff Policy, and Utility Lien waiver Program.  Motion carried unanimously.

 

Council was supportive of the Village posting an opening for a Journeyman or Apprentice Lineman.

 

Council was supportive of hiring American Municipal Power Forestry Services in the amount not to exceed $20,000.00 to perform electric tree trimming services. 

 

Council was updated on the Tate Park Grant Project. The Village is waiting to get approval from the state for the softball safety netting and an extension to perform the work.

 

Motion was made by Habrick and seconded by Davis to accept with regret the resignation of Helen Dixon from the DDA Board.  Motion carried unanimously.

 

Motion was made by Sines and seconded by Morgan to receive and file the Council information packet.  Motion carried unanimously.

 

The following comments were from Council. Dianne Davis asked if the fire siren was going off more than usual and noticed how hard the DPW’s was working on various projects this summer. Carl Habrick said he did not think it was right for Council to ask Fall Festival to put up detour signs for the closure of Tecumseh Road during Fall Festival.  Joe Orban stated that it was the Fall Festival who offered to put up the detour signs.

 

Motion was made by Habrick and seconded by Peters to adjourn.  Motion carried unanimously.
