Village of Clinton

The meeting opened at 7:00P.M.

Members present were President Mowery, Dianne Davis, Carl Habrick, Larry Sines, Laurence Peters, Joe Orban, and Todd Morgan.

Motion was made by Peters and seconded by Morgan to approve the August 7, 2006 open and closed council minutes.  Motion carried unanimously.

The Adrian Fire Department is holding a commemoration of 9-11.  It will be held September 11, 2006 at 9:45 A.M. in front of the Adrian Fire Department.

Mr. Turleon addressed Council about getting water and sewer for land west of the Village on US-12 to build apartment buildings.

Motion was made by Habrick and seconded by Davis to approve the checks written for the period ending August 31, 2006.  Motion carried unanimously.

Council was updated on the sanitary sewer overflow that was caused from an electrical problem.

Council discussed wastewater treatment plant cash flow projections.  Council was supportive of amending the wage and benefit splits in the 2006-07 budget as presented by the Village Manager.

Motion was made by Orban and seconded by Morgan to approve purchasing a new radio system from Adrian Communication for the Clinton Fire Department in the amount of 5,368.00.  A federal grant of $2,868 was awarded for the equipment. Motion carried unanimously.

Motion was made by Habrick and seconded by Morgan to authorize the execution of the Emergency Response Agreement for hazardous material incidents subject to attorney approval.  Motion carried unanimously.

Motion was made by Peters and seconded by Davis to approve Traffic Control Order Number 157.  An order to install “blind child” warning signs on West bound Litchfield at Jackson and on East bound Litchfield at Burton.  Motion carried unanimously.

Council was updated on the Tate Park pedestrian bridge.

Council discussed the sale of the old railroad right of way from Brown Street north through the Village.  Council was supportive of writing property owners to see if there is any interest.

Council discussed performing a cost of service rate study for the electric department.  Council agreed to table for 2007-08 year budget.

Council discussed a dog cleanup complaint.  More information will be available at the October Council Meeting.

Motion was made by Habrick and seconded by Peters to receive and file the council information packet.  Motion carried unanimously.

The Village Manager gave council an article on ballot proposals threatening local government.

The following information was from council.  Dianne Davis would like to have the police look at the intersection of E. Church and Sunset for possible traffic problems.  Carl Habrick reminded everyone that the Fall Festival is two weeks away.

President Mowery had a resident comment on how nice the new streetlight is on E. Franklin.

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.
