Village of Clinton

August 3, 2009

 

The meeting opened at 7:00 pm.

 

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Larry Sines, Joe Orban, and Todd Morgan.

 

Motion was made by Sines and seconded by Orban to approve the July 20, 2009 open and closed minutes.  Motion carried unanimously.

 

Mr. Gary Owen of Robertson Eaton & Owen presented the 2009 audit.

 

Motion was made by Habrick and seconded by Morgan to approve the checks written for the period ending July 31, 2009.  Motion carried unanimously.

 

Motion was made by Morgan and seconded by Orban to adopt Resolution Number 09-10.  A resolution authorizing the transfer of funds from the Tate Park Trust to the general fund for the grant improvement project.  Motion carried unanimously.

 

Council was updated on the projected decline in water and sewer sales.

 

Council was presented with a water and sewer rate study that was done by the Village of Paw Paw.

 

Council discussed the projected decline in electric sales.

 

Council discussed the proposed Tate Park bathroom improvements, paved path at the ball fields, and new play equipment.  All these projects are subject to state grant approval.

 

Motion was made by Habrick and seconded by Sines to table action on the proposed amendments to the utility regulations regarding fences. Motion carried unanimously.

 

Council discussed the proposed outside wood-burning ordinance.

 

Motion was made by Habrick and seconded by Peter to accept with regret the resignation of JD Landcaster from the DDA Board.  Motion carried unanimously.

 

Motion was made by Morgan and seconded by Sines to appoint Ms. Karie Dorsten to the DDA Board to fill a vacancy.  Motion carried unanimously

 

Motion was made by Habrick and seconded by Davis to receive and file the council information packet.  Motion carried unanimously

 

Council gave the Village Manager a positive performance evaluation.  The Village Manager requested not to be given a raise due to the current economic problems.

The following comments were from Council.  Dianne Davis had a question about property maintenance and appreciates the improvements new property owners have made to their homes.  Carl Habrick asked if we purchased a new lawn mower.  Larry Sines said the Guenther sign East of town needs to be trimmed around.

 

President Mowery commented on the good chip seal work on Village streets and how nice the Little League State Championship was managed by the Clinton Little League.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.
