Village of Clinton
July 5, 2010
The
meeting opened at 7:00pm.
Members
present were Pro-Tem Habrick, Dianne Davis, Laurence Peters, Joe Orban, Larry
Sines, and Todd Morgan. President Mowery
was absent.
Motion
was made by Sines and seconded by Orban to approve the June 7, 2010 Council
minutes. Motion carried unanimously.
Mr.
Bob Vogel of the Lenawee County Community Foundation addressed Council in
regards to the Clinton Area Fund.
Motion
was made by Morgan and seconded by Sines to approve the checks written for the
period ending June 30, 2010. Motion
carried unanimously.
Motion
was made by Morgan and seconded by Davis to adopt Resolution Number 10-7. A resolution authorizing the transfer of
funds from the Tate Park Trust to the major road fund for the Tecumseh Road
Construction Project. Motion carried
unanimously.
Motion
was made by Orban and seconded by Davis to authorize the Village Manager to
execute the IFT Relocation Agreement subject to any substantial comments from
another taxing unit, and final approval by the village Attorney. Motion carried unanimously.
Council
was updated on the Village’s high credit score from American Municipal Power.
Motion
was made by Sines and seconded by Morgan to adopt Resolution Number 10-8. A resolution authorizing the transfer of
funds from the Tate Park Trust to the general fund for the reimbursement of
Tate Park improvements. Motion carried
unanimously.
Motion
was made by Orban and seconded by Sines to use the remaining state grant funds
for the Tate Park improvements to install safety netting for the ball fields,
purchase new picnic tables, benches, grills, and outfield fencing. Motion carried unanimously.
Council
was updated on the sewer plant sump water problem.
Council
was supportive of installing an additional advanced warning siren on the hill
by the softball field with the approval of the school to better serve the
Calhoun subdivision, the future Carriage Hills subdivision, and township
residents to the east.
Council
was supportive of the Village paying for the MDOT permits for the two Clinton
welcome signs on Michigan Avenue.
Motion
was made by Morgan and seconded by Davis to accept as presented the Michigan
Municipal League Worker’s Compensation Ballot for 2010. Motion carried unanimously.
Council
was supportive of working with the school to create four school drop off
locations to help with traffic flow on Tecumseh Road and Franklin Street. The
locations are: E. church on the west
side of Currier Street; W. church Street on the west side of Tecumseh
Road; W. Franklin Street on the west
side of Tecumseh Road; and Clark Street on the west side of Tecumseh Road.
Motion
was made by Orban and seconded by Peters to receive and file the Council
information packet. Motion carried
unanimously.
The
Village Manager updated Council on the general fund balance being lower than
normal because of the Tate Park Construction Project expenditures. The general fund fronted those costs and will
be reimbursed by the Tate Park Trust Fund and the Michigan Natural Resources
Trust Fund. The 2010 general fund would
have been slightly higher than 2009 if those reimbursements were already in
place.
The
following comments were from Council. Dianne Davis asked if anyone removes the
logs and debris from the River Raisin.
Joe Orban let Council know he has heard nothing but good things about
the improvements to Tate Park and asked about the opening and closing of the
park bathrooms. Carl Habrick asked if
Tecumseh Road millings are available to the public and when is the Village
going to update the Park Master Plan.

was made by Sines and seconded by Orban to adjourn. Motion carried unanimously.
