Village of Clinton

The meeting opened at 7:00 pm.

 

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Joe Orban and Todd Morgan.  Larry Sines was absent.

 

Motion was made by Peters and seconded by Morgan to approve the June 2, 2008 open and closed council minutes. Motion carried unanimously.

 

Mr. Don Isley, a candidate for the Lenawee County Road Commission, addressed Council.

 

The public hearing opened at 7:08 pm.  The purpose of the hearing was to receive public comments a proposed change in zoning from agricultural to high density residential for property owned by Justin Hause at 12404 Mathews Highway.  The public hearing closed at 7:21 pm.

 

Motion was made by Habrick and seconded by Morgan to adopt Ordinance Number 5 of 2008.  An ordinance to change the zoning from Agricultural to High Density Residential.  Motion carried unanimously.

 

Motion was made by Orban and seconded by Peters to approve the checks written for the period ending June 30, 2008.  Motion carried unanimously.

 

Motion was made by Morgan and seconded by Davis to adopt Resolution Number 08-09.  A resolution authorizing the transfer of funds from the Tate Park Trust to the General Fund for the construction of the pedestrian bridge.   Motion carried unanimously.

 

Council was updated on the wastewater treatment plant cash flow projections.

 

Council discussed replacing the sludge thickener line at the sewer plant.

 

Motion was made by Davis and seconded by Morgan to authorize the installation of a backup generator for the sewer plant.  Motion carried unanimously.

 

Council was updated on the Woolen Mill clean up.

 

Motion was made by Habrick and seconded by Orban to authorize the start of the railroad land sale process.  Motion carried unanimously.

 

Council was updated on the bridge inspection report.

 

Motion was made by Orban and seconded by Peters to adopt Ordinance Number 6 of 2008.  An ordinance to prohibit disposing or refuse, garbage, or any other item(s) in a privately owned refused receptacle or dumpster without the owner’s prior approval.  Motion carried unanimously.

 

Motion was made by Peters and seconded by Morgan to receive and file the Council information packet.  Motion carried unanimously.

 

Motion was made by Morgan and seconded by Habrick to accept as presented the MML Workers Compensation board ballot.  Motion carried unanimously.

 

The following comment was from Council.  Carl Habrick was asked about putting in a splash park.  President Mowery commented on the township recycling program which will cost  Village residents above what they are already paying for curbside recycling; and the Tate Park entrance island needs to be cleaned up.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.
