Village of Clinton

The
meeting opened at 7:00pm.
Members
present were President Mowery, Carl Habrick, Dianne Davis, Laurence Peters, Joe
Orban, Larry Sines, and Todd Morgan.
Motion
was made by Peters and seconded by Sines to approve the May 3, 2010 Council
minutes. Motion carried unanimously.
Members
of the Fall Festival Committee addressed Council on the proposed rodeo event,
Beer tent and Closing down Tecumseh Road on Friday of Fall Festival.
After
lengthy discussion of the proposed rodeo event, there was a motion made by
Habrick and seconded by Morgan to allow a rodeo event during the Fall Festival
weekend subject to the following stipulations:
(1) To help facilitate parking, the rodeo start time will be moved back to 4:30 PM and the car
show departure time will be moved up to 3:00 PM. (2) The Fall Festival will provide a shuttle
bus service for the rodeo event. They
will also provide a golf cart shuttle for people that can not walk from the
shuttle location to the rodeo. (3) The rodeo sponsors will prepare the park
field to be reasonably flat and accessible after the wheat is harvested. (4)
The rodeo sponsors will brush hog the field periodically in subsequent
years. If they do not and the Village can not get the land farmed again, Fall
Festival will pay to keep the field cut.
(5) There will be no public parking in the back part of the field. Only the rodeo sponsors can park in the back
half. (6) Must provide handicapped
accessibility. (7) The rodeo will
provide its own staff and security team.
(8) They will provide portable toilets and bleachers. (9) They must provide adequate insurance
coverage that names the Village and Fall Festival as an additional
insured. (10) Animals must be properly
handled by experienced rodeo staff and contained in commonly used rodeo fencing
systems. (11) Must have a dedicated
ambulance at the event. Motion carried with Davis voting no.
After
lengthy discussion of the proposed beer tent, there was a motion made by
Habrick and seconded by Peter to allow the Fall Festival committee to have a
beer tent at Tate Park on Fall Festival Saturday. Motion failed with Davis, Orban, Sines, and
President Mowery voting no.
After
lengthy discussion of the proposed closure of Tecumseh Road on Fall Festival Friday,
a was a motion made by Morgan and seconded by Orban to approve the Fall
Festival Committees request to shut down Tecumseh Road from Clark Street to
Michigan Avenue on Friday of Fall Festival starting at 8:30 am with the
following stipulations: (1) Fall Festival must pay to have an MDOT approved
detour route posted to help reduce the amount of traffic on Tecumseh Road. The
detour route will direct vehicular and truck traffic around the Village. A local traffic only detour route will be
posted using Clark and River Streets. (2)
Fall Festival will pay for up to four additional officers to help staff
traffic control. (4) Only portable items
that can be moved in just a few minutes, like vendor booths, will be allowed on
Tecumseh Road. Motion carried unanimously.
After
lengthy discussion there was a motion made by Habrick and seconded by Morgan to
allow the Clinton Rotary Club to have a Ribs and Blues Festival that would
include three food vendors, bands, and a beverage vendor at Tate Park in
August. Motion failed with Davis, Orban,
Sines and President Mowery voting no.
Motion
was made by Orban and seconded by Sines to move the July council meeting date
from July 7, 2010 to July 5, 2010 because of conflicts with two Council members
not being able to attend the July 7th meeting. Motion carried unanimously.
Motion
was made by Orban and seconded by Morgan to approve the checks written for the
period ending May 31, 2010. Motion
carried unanimously.
Council
was updated on the Pilkington IFT tax abatement.
Motion
was made by Orban and seconded by Davis to adopt Resolution Number 10-06. A resolution to authorize the transfer of
jurisdiction for a segment of Tecumseh Road to the Lenawee County Road
Commission. Motion carried unanimously.
Motion
was made by Habrick and seconded by Morgan to receive and file the Council
information packet. Motion carried
unanimously.
The
Village Manager advised Council the Tecumseh Road bids came in at $1.6 million
which was less than the $1.85 million estimate; updated Council on the lineman
situation, and a Detroit Edison labor issue.
The
following comments were from Council.
Dianne Davis asked if Dundee could use our help with clean up efforts,
and asked who made the banners for the downtown. Carl Habrick commented on how great the new
playground equipment was at Tate Park, asked if the Village requested Michigan
Pallet to install the earthen berm, and wanted an update on installing
motion activated light switches in some Village buildings. Larry Sines asked about the sewer plant sump
pit problem. Todd Morgan thanked Chief
Randolph for attending the meeting and for his input on the Fall Festival
requests.
Motion
was made by Morgan and seconded by Habrick to adjourn. Motion carried unanimously.
The
meeting closed at 9:16 pm.
