Village of Clinton
June 5, 2006
The meeting opened at 7:00 P.M.
Members present were President Mowery, Carl Habrick, Larry Sines, Joe Orban, and Todd Morgan. Absent were Dianne Davis and Laurence Peters.
Motion was made by Sines and seconded by Habrick to approve the May 1, 2006 council minutes. Motion carried unanimously.
Motion was made by Habrick and seconded by Morgan to approve the checks written for the period ending May 31, 2006. Motion carried unanimously.
Council was updated on the new wastewater treatment plant.
Motion was made by Orban and seconded by Morgan to adopt Resolution Number 06-10. A resolution declaring necessity of public improvements for a pedestrian bridge to Tate Park. Motion carried unanimously.
Motion was made by Sines and seconded by Orban to adopt Resolution Number 06-11. A resolution to amend Resolution 06-01 by clarifying the legal descriptions for the annexation of the property on the east side of the Village along US-12 into the village of Clinton. Motion carried unanimously.
Council discussed the refuse contract renewal rates. Allied Waste would like to increase rates this year by 5 percent and 3 percent rate increases for the next six years. Council was receptive to exploring the proposal with Allied Waste to see if a mutually agreeable arrangement could be reached.
Council discussed the water and sewer sales report. Sales are down 8 percent year to date.
Motion was made by Morgan and seconded by Sines to adopt Resolution Number 06-12. A resolution approving master agreement, additional power sales agreement and other matters with AMP-Ohio. Motion carried unanimously.
Council appointed Mr. Erickson as supporting counsel for the Village.
Council discussed the water and sewer analysis for Carriage Hills.
Council discussed paint color for the water tower. Council was in favor of painting the tower tank white with old glory red lettering.
Motion was made by Orban and seconded by Morgan to send a letter to Eastern Michigan University to terminate the GIS project due to structural changes in the department and partner with OMM Engineering for the GIS project. Motion failed with lack of support. Council tabled action until the July 5, 2006 Council meeting.
Motion was made by Habrick and seconded by Orban to receive and file the Council information packet. Motion carried unanimously.
The Village Manager updated Council on the garage addition dispute and compost site brush problem. More information will be available in July
Mr. Gary Baldwin updated council on Toe Tappin At The Tate.
The following comment was from Council. Todd Morgan offered his condolence to the Bowden family for their loss.
Maryann Habrick offered congratulations to her Grandson Spencer Krauss of Clinton who won State in the discus and to Alex Karapas for being Student of The Year for 6th grade at Clinton Middle School.
President Mowery commented on an offsite business advertising a sign.
Motion was made by Habrick and seconded by Orban to adjourn. Motion carried unanimously.
