Village of Clinton
June 4, 2007

 

The meeting opened at 7:00 pm.

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Larry Sines, Joe Orban, and Todd Morgan.

Motion was made by Peters and seconded by Davis to approve the May 7, 2007 open and closed Council minutes.  Motion carried unanimously.

President Mowery and Chief Dennis Keezer presented a resolution and picture of appreciation for the fire at the Clinton Woolen Mill to the Lenawee County Sheriff Department, Salvation Army, Clinton Police Department, Clinton Department of Public Works, Avery Oil, Roe Brothers, Inc., and Clinton Historical Society.

Two residents of the Village addressed Council of the appearance of the Southern Michigan Rail Road Society property.

Public hearing opened at 7:42 pm.  Council received public comments on the proposed Local Services Commercial District Ordinance. Public hearing closed at 7:53 pm.

Council discussed the proposed Local Services Commercial District Ordinance.  Council requested more information and tabled action until July 2, 2007 Council meeting.

Public hearing opened at 8:08 pm.  Council received public comments on the amendments to the Light Industrial district Ordinance.  The public hearing closed at 8:11pm.

Motion was made by Habrick and seconded by Orban to adopt Ordinance Number 4 of 2007.  An ordinance to repeal the existing Light Industrial District regulations and adopt new ones.  Motion carried unanimously.

Motion was made by Peters and seconded by Morgan to approve the checks written for the period ending May 31, 2007.  Motion carried unanimously.

Motion was made by Morgan and seconded by Orban to adopt Resolution Number 07-13.  A resolution to authorize loaning $60,000 from the Robison Trust to the Smith-Kimball Community Center for major building improvements.  Motion carried unanimously.

Council discussed the Smith-Kimball Community Center building inspection.

Council discussed the bids for the River Raisin pedestrian bridge coming in significantly higher than anticipated.  Council decided to proceed with the project primarily because it was hard to turn down the $100,000 CMAQ Grant.

Motion was made by Sines and seconded by Morgan to adopt Resolution Number 07-14.  A resolution authorizing the execution of an agreement with MDOT for the construction of a pedestrian bridge over the River Raisin.  Motion carried unanimously.

Motion was made by Sines and seconded by Morgan to adopt Resolution Number 07-15.  A resolution to authorize the transfer of $23,000 from Major Road to Local Streets for preventative maintenance work.  Motion carried unanimously.

Council discussed the Lenawee County Smoking Policy.  The Village already has a similar policy that restricts smoking inside Village buildings.

Council discussed the Tate Park Tree Replacement Program.  The park has about 30 Ash Trees that have been treated for the Emerald Ash Borer.  The Village is looking at replacing about five Ash Trees a year in Tate Park over the next few years.

Council discussed the possibility of installing utility poles on Michigan Avenue for banners. 

Council discussed the proposed satellite dish ordinance.

Motion was made by Orban and seconded by Peters to adopt Resolution Number 07-16.  A resolution authorizing the development and implementation of a critical infrastructure protection policy for the Village of Clinton.  Motion carried unanimously.

Council discussed electric deregulation.

Motion was made by Habrick and seconded by Orban to approve an extension of the preliminary plat approval for Carriage Hills subdivision until December 31, 2008.  Motion carried unanimously.

Motion was made by Habrick and seconded by Peters to receive and file the Council information packet.  Motion carried unanimously.

The following comments were from Council.  Dianne Davis asked about state shared revenue cuts.  Carl Habrick asked if the Village can reapply for the Park Grant and about the Woolen Mill building inspections.  Larry Sines stated the grass under the East Welcome sign needs to be cut; asked about a council committee meeting for the railroad issue.

The next scheduled Council meeting is on June 18, 2007. 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.  The meeting adjourned at 9:30 pm.
