Village of Clinton

April 7, 2008

The meeting opened at 7:00 P.M.

Members present were President Mowery, Carl Habrick, Dianne Davis, Laurence Peters, Larry Sines, Joe Orban, and Todd Morgan.

Motion was made by Habrick and seconded by Morgan to approve the March 3, 2008 and March 17, 2008 open and close Council minutes. Motion carried unanimously.

A citizen asked about the status of the Clinton Woolen Mill clean up and the fire truck on W. Church Street.

Motion was made by Morgan and seconded by Peters to approve the checks written for the period ending March 31, 2008. Motion carried unanimously.

The public hearing opened at 7:10 pm. Council received public comments on the proposed electric rate increases. Public hearing closed at 7:17 pm.

Motion was made by Orban and seconded by Davis to adopt Resolution Number 08-04. A resolution to amend electrical rates and charges. Motion carried with Sines voting no.

Motion was made by Morgan and seconded by Peters to adopt Resolution Number 08-05. A resolution to amend the 2007-08 fiscal year budget. Motion carried unanimously.

The public hearing opened at 7:42 pm. Council received public comments on the proposed 2008-09 budget. Public hearing closed at 7:47 pm.

Motion was made by Habrick and seconded by Orban to adopt Resolution Number 08-06. A resolution to approve the 2008-09 budget. Motion carried unanimously.

Motion was made by Sines and seconded by Orban to adopt Resolution Number 08-07. A resolution to designate May as Motorcycle awareness month. Motion carried unanimously.

Motion was made by Sines and seconded by Orban to approve the following service agreement for 2008. David Hatfield, Soccer Coordinator; Lecia Cochran, Assistant Soccer Coordinator; Terra VanZandt, Assistant Soccer Coordinator; Calvin Pask, Zoning Administrator; Judy Mercy, Softball Coordinator; and Sue Cornish Umpire Director. Motion carried unanimously.

Motion was made by Peters and seconded by Morgan to receive and file the Council information packet. Motion carried unanimously.

The Village Manager reported the Village is one step closer to receiving $400,000 in MDOT Category D grants for Tecumseh Road improvements.

The following comments were from Council. Dianne Davis asked if the Clinton Woolen Mill could reimburse the Village for legal fees. Carl Habrick had someone ask about using the soccer fields for handicap kids and Larry Sines asked when the dumpster at Harvest Ridge would be emptied.

President Mowery had a question about the property next to the compost area being insured.

Motion was made by Morgan and seconded by Sines to go into close session to discuss legal issues with Mrs. Claudia Orr, Labor Counsel. Motion carried unanimously with a roll call vote. Close session started at 8:04 pm.

Motion was made by Habrick and seconded by Morgan to go into open session. Motion carried unanimously. Open session started at 8:38 pm.

Motion was made by Habrick and seconded by Orban to adjourn. Motion carried unanimously.

The meeting closed at 8:39 pm.
