Village of Clinton

March 2, 2009

 

The meeting opened at 7:00 pm.

 

Member present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peters, Larry Sines, Joe Orban and Todd Morgan.

 

Motion was made by Peters and seconded by Morgan to approve the February 2, 2009 open and closed council minutes.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Peters to approve the checks written for the period ending February 28, 2009.  Motion carried unanimously.

 

Motion was made by Orban and seconded by Davis to adopt Resolution Number 09-03.  A resolution to amend electric rates and charges.  Motion carried with Sines voting no.

 

The draft 2009-10 budget was presented to Council.

 

Council was updated on the Village’s investments.

 

Motion was made by Habrick and seconded by Morgan to adopt Resolution Number 09-04.  A resolution to adopt the Village of Clinton Investment Policy.  Motion carried unanimously.

 

Council was updated on the Master Land Use Plan.

 

Council discussed the utility shutoff protection legislation.

 

Council discussed the Clean, Renewable and Energy Efficiency Program.  A public hearing will be scheduled for March 16, 2009 to discuss the proposed program.

 

Motion was made by Habrick and seconded by Morgan to receive and file the Council information packet.  Motion carried unanimously.

 

The Village Manager reported on the proposed improvements to the Tate Park Robinson pavilion and the Tecumseh Road construction project.

 

The following comments were from Council.  Dianne Davis proposed only getting paid for the first Council meeting a month.

 

Motion was made by Davis to propose only getting paid for one meeting a month.  Motion was withdrawn. Council agreed to vote at the second meeting to wave payment.

 

Larry Sines asked about the concrete piled up at the new subdivision and asked if it could be removed.  Carl Habrick asked about the location of pallets near Tecumseh Road. Todd Morgan asked when would the park swings be put back up.

 

Motion was made by Habrick and seconded by Davis to go into close session so the Village’s Labor Counsel could provide legal advice to the Village concerning specific legal issues.  Motion carried with a unanimous roll call vote.  Close session started at 8:40 pm. 

 

Motion was made by Sines and seconded by Peters to go into open session.  Motion carried unanimously.  Open session started at 9:05 pm.

 

Motion was made by Orban and seconded by Sines to authorize the Village Manager to enter into an employee agreement with a former employee.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.

 

The meeting adjourned at 9:06 pm.
