Village of Clinton

February 7, 2011

 

The meeting opened at 7:00pm

 

Member present were President Mowery, Dianne Davis, Carl Habrick, Doris Kemner, Larry Sines, Joe Orban, and Bonnie Peters.

 

Motion was made by Kemner and seconded by Orban to approve the January 3, 2011 council minutes.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Peters to approve the checks written for the period ending January 31, 2011.  Motion carried unanimously.

 

Motion was made by Habrick and seconded by Kemner to allow the Clinton Township Planning Commission to use Tate Park on June 4, 2011 for a Tractor Show and Town Market.  Motion carried unanimously.

 

Motion was made by Orban and seconded by Sines to adopt the amended Village of Clinton Investment Policy dated February 7, 2011.  Motion carried unanimously.

 

Council was supportive of sending the draft letter for Electric ROW access.

 

Motion was made by Orban and seconded by Sines to receive and file the 2010 Energy Optimization Annual Report.  Motion carried with Habrick voting no.

 

Council was updated on the Tire Derived Fuel Project.

 

Council discussed the 2010 fund balance report.

 

Council discussed the amendments to the future land use map.  A public hearing will be held on March 7, 2011.

 

Council discussed the amendments to the zoning setback requirements.  A public hearing will be held on March 7, 2011.

 

Council discussed the draft Medical Marijuana Industrial Ordinance.

 

George Service, DPW Superintendent addressed council on the DPW Strategic Plan.

 

Motion was made by Habrick and seconded by Peters to receive and file the Council information packet.  Motion carried unanimously.

 

The following comments were from Council.  Dianne Davis said what a great job the village employees did with the snow removal.  Carl Habrick mentioned that he was glad to be back.  President Mowery wanted council to know that at the next election there will be a renewal request for the fire millage.

 

Motion was made by Habrick to turn off the holiday lights on the downtown trees.  Motion failed from a lack of support.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.
