Village of Clinton
February 5, 2007

 

The meeting opened at 7:00 P.M.

Members present were President Mowery, Dianne Davis, Carl Habrick, Laurence Peter, Larry Sines, Joe Orban, and Todd Morgan.

Motion was made by Peters and seconded by Sines to approve the January 3, 2007 Council minutes.  Motion carried unanimously.

Mr. Jim VanDoren, Lenawee County Chairman, addressed council on County issues.

Motion was made by Peters and seconded by Morgan to approve the checks written for the period ending January 31, 2007.  Motion carried unanimously.

Council discussed masonry work for the Community Center basement that includes cleaning, tuckpointing, and sealing.  The repairs will be done by Ohio Building Restoration, Inc. in the amount of $10,462.00.  Council was supportive of the budget amendment subject to the Community Center board approval.

Council was updated on the wastewater treatment plant cash flow projections.  More information will be available at the March Council meeting.

Motion was made by Sines and seconded by Habrick to award the Tecumseh Road design engineering work to Associated Engineers in the amount of $25,900.00.  Motion carried unanimously.

Council discussed hiring a consultant to get the business district on the National Resister of Historic Places.  Council was supportive of budgeting for the work next fiscal year, but would not approve the work until after further discussion.

Council was updated on the fire grant purchases of self contained breathing apparatus and fire helmets.

Motion was made by Orban and seconded by Davis to approve the replacement of financial software in the amount of $27,000 for the Civic System software.  Motion carried with Habrick voting no.

Council was updated on the pedestrian bridge project.  Preliminary design plans have been submitted to MDOT for review.

Council discussed the strategic planning proposal.  Council was not supportive at this time.

The Village was given an addition $400,000 from the John Robison Trust.  Mr. Robison’s generous donations will be used to fund improvements to the Village and Tate Park that otherwise would have been funded with tax dollars or utility revenue.

Motion was made by Habrick and seconded by Peters to receive and file the Council information packet.  Motion carried unanimously.

The Village Manager updated Council on a single phasing problem at the wastewater treatment plant, a parking lot grant and a grant for a new traffic light on Tecumseh Road.

The following comments were from Council.  Dianne Davis congratulated our local schools and police on their security program and the Clinton School for it’s fiscal prudence during these economically challenging times.  Carl Habrick asked if there was any information on the Park Director Duties and when does he start getting paid.  Larry Sines asked for an update on Carriage  Hills Subdivision.

The meeting for February 19, 2007 has been cancelled.  The next scheduled meeting is March 5, 2007.

Motion was made by Habrick and seconded by Peters.  Motion carried unanimously.
