Village of Clinton

January 5, 2009

 

The meeting opened at 7:00 pm.

 

Members present were President Mowery, Carl Habrick Dianne Davis, Laurence Peters, Larry Sines, Joe Orban and Todd Morgan.

 

Motion was made by Sines and seconded by Peters to approve the December 1, 2008 ouncil minutes.  Motion carried unanimously.

 

Mr. Glen White, General Manager, MSCPA addressed Council on the AMP-Ohio generating station and hydro-electric projects, MISO, and projects at Michigan South Central Power Agency.

 

Motion was made by Morgan and seconded by Sines to adopt Resolution Number 09-01.  A resolution authorizing the execution of an amendment to additional power purchase agreement between the Village of Clinton and Michigan South Central Power Agency related to a 2009-2012 non-pool power sales schedule.  As amended, between Michigan South Central Power Agency and American Municipal Power-Ohio, Inc.  Motion carried unanimously.

 

Motion was made by Peters and seconded by Habrick to approve the checks written for the period ending December 31, 2008.  Motion carried unanimously

 

Motion was made by Habrick and seconded by Sines to approve the 2009 meeting dates for the Village Council and Planning Commission.  Motion carried unanimously.

 

Motion was made by Sines and seconded by Morgan to appoint Toni Gibson, Village Clerk and Karen Faust, Village Treasure, for two-year terms.  Motion carried unanimously.

 

Council discussed the proposed 2 percent electric rate increase which will cost the average residential customer $1.52 per month.  A public hearing will be scheduled for February.

 

Motion was made by Peters and seconded by Habrick to receive and file the Council information packet.  Motion carried unanimously.

 

The Village Manager updated Council on a previous question concerning additional trees at Michigan Pallet.

 

The following comments were from Council.  Dianne Davis stated that the Historical Society will have a training session on January 17, 2009 from 10:00 am -12:30 pm at the Clinton Library. 

 

Motion was made by Habrick and seconded by Sines to go into close session so the Village’s Labor Attorney could provide legal advice concerning specific legal issues.  Motion carried unanimously with a roll call.  Close session started at 8:17 pm. 

 

Motion was made by Morgan and seconded by Davis to go into open session. Motion carried unanimously.  Open session started at 9:07 pm.

 

Motion was made by Habrick and seconded by Orban to adjourn.  Motion carried unanimously.
